The use of information warfare techniques is presenting numerous technical challenges to governments, militaries, and companies.  But it is also posing non-technical challenges in areas such as law, policies, and diplomacies.  This mini-track is focused on these non-technical issues with particular focus on international affairs, the laws of war, and diplomacy


Possible topics include, but are not limited to:-

  • The laws of armed conflict and cyber-warfare
  • The use of cyberspace for diplomatic or aggressive purposes
  • The role of multinational corporations in cyber-warfare
  • Jurisdictional disputes in cyberspace
  • Corporate governance and policy regarding cyber-warfare
  • Terroristic use of cyberspace and appropriate reactions

This mini track will examine Serial Attacks (domestic and/or global as a means of dispersing resources over a large area) and Sequential Attacks (including feeble attempts that are intended to make the perpetrators appear ignorant and ill prepared while preparing for a demonstrative finale). The discussion encourages participation by policy-makers, military leaders and academics to discuss the 'worst-case multi-event scenario' and see how we can better prepare for the 'Next Shoe(s) to Drop' (the theme for this mini-track).


Examples of the combined attack(s) might include, but are not limited to:

  • SOCIAL -Economic, Political, Psychological, Financial, News Media, Massive Unemployment
  • COMMUNICATIONS –Disruption of  Satellite and Ground Communication, Computer Networks, the Internet
  • TRANSPORTATION – Aeronautical, Shipping, Railroads, Automotive
  • HEALTH – Pandemic or intended dispersion of chemical/biological agents among the population
  • NATURAL – Volcanic dust cloud, Massive Oil Spill
  • Regardless of the agents, the net result is propaganda as a means of warfare.

Cloud Computing as a concept and business opportunity is likely to see many organisations experiencing the credit crunch, embrace the relatively low cost option of CC to ensure continued business viability and sustainability. The pay-as-you-go structure of the CC business model is typically suited to SMEs who do not have the resources to completely fulfil their IT requirements. Private end users will also look to utilise the colossal pool of resources that CC offers in an attempt to provide mobile freedom of information. However, as with many opportunities that offer legitimate users enormous benefits, unscrupulous and criminal users will also look to use CC to exploit the loopholes that may exist within this new concept, design and business model. Authors are invited to discuss how CC can be abused by threat agents, how CC can be policed, and how Law Enforcement Agencies can conduct investigations within a CC environment.


Examples might include, but are not limited to:

  • Cloud Computing models
  • Digital Forensic Investigations within a Cloud Environment
  • Information Operations in the Cloud
  • Cyber-crimes in the Cloud
  • Policing the Internet

Large scale cyber-attacks in recent years on Estonia, Lithuania, Georgia and India highlight the critical need for advanced cybersecurity education.  The fear of a cyber attack impacts the economic and physical welfare of our global society.  To address these pressing concerns, Boston University is dedicated to providing state of the art graduate education in integrated curricula for computer and network security education.   The advanced courses include identifying vulnerabilities, formulating security policies and implementing them in the face of constant change in technology and new information exchange protocols.


The proposed track is designed to advance research on the developing field of cybersecurity and generate discussion on innovative curriculum's and hybrid educational programs that assist students in developing critical thinking skills to apply cybersecurity concepts in their professional careers


Examples might include, but are not limited to:

§         Developing Hybrid Approaches to Teaching Cybersecurity to Graduate Students, Undergraduates and Professionals

§         Developing industry, government and academic partnerships to address important national security issues involving critical infrastructure

 

§         Identifying vulnerabilities and formulating and implementing security policies

§         National Cyber Security Systems and Frameworks for Surveillance

 

§         Risk analysis and management at the enterprise level

§         Techniques in designing and writing secure applications and databases

 

§         Terrorism, Hostile Activities and Cyber forensics

§         Other topics
