Christian Boudreau
Christian is a full professor at the National School of Public Administration (ENAP), part of the University of Quebec. His teaching responsibilities are in Information management and new technologies, New technology and Human Resources management, with particular interest in the areas of Information management in the health sector; Monitoring and governorship: Reform of the State Government on line (e-Government).

Christian Boudreau

Michel Plaisent
Michel Plaisent is a full professor in the Département de management et de technologie of the University of Quebec in Montreal and former director of the MIS program. His Ph.D. in IS Administration is from the University of Quebec in Montreal in 1987; as is his M.Sc. in Project Management in 1980, his B.Sc. in Computer Sciences from University of Montreal in 1971, and his B.A. from Sainte-Marie College in 1968. He has held positions with governments and enterprises as system programmer, analyst and CIO from 1971 to 1987, before he joined the faculty of University of Quebec in Montreal. He still works as consultant for many small business and non-profit organizations. His doctorial thesis (1987) was on the use of e-mail as a management tool. Dr. Plaisent's research focus is on the concept of cognitive ergonomics, learning problems and personal productivity tools for managers. He has published several books and articles.

Bernard Landry
Jean-Bernard Landry, is a Quebec lawyer, teacher, politician, past Premier of Quebec, Canada, (2001–2003), former leader of the Opposition (2003–2005) and former leader of the Parti Québécois (2001–2005). He speaks three languages fluently: French, Spanish and English. Bernard Landry received a degree in law from the Université de Montréal in Montreal, and a degree in economics and finance from Institut d'Etudes Politiques de Paris in Paris. Since September 2005, he has been a professor at UQAM in the business strategy department.

Eric Lacroix

Eric occupe le poste de directeur des enquêtes et de la veille stratégique depuis l'été 2000. À ce titre, il est responsable des grandes enquêtes et du service d'analyse stratégique du CEFRIO. Au cours des dernières années, il a entre autres supervisé les enquêtes NETendances, NetAdos, NetGouv, NetPME, NetPub ainsi que l’étude du Web municipal au Québec. Il a aussi coordonné plusieurs mandats de recherche et d’analyse stratégique dans des domaines aussi variés que l’apprentissage en ligne, le déploiement du gouvernement électronique, les affaires électroniques et les PME ainsi que les impacts technologiques sur le monde de l’éducation et celui de la culture. Avant de se joindre à l'équipe du CEFRIO, Eric a occupé divers postes dans le domaine de la recherche statistique, notamment à l'Institut de la statistique du Québec, chez Impact Recherche, filiale du Groupe Cossette communication marketing, et au sein de divers ministères et organismes gouvernementaux. Détenteur d’un baccalauréat en statistique et d’une scolarité de maîtrise en mathématiques de l'Université Laval, il a aussi été chargé de l’enseignement en statistique au sein de cette même institution.

Shauneen Furlong
Shauneen Furlong is an independent consultant who lectures on e-government and project management with the University of Toronto and around the world. Over the last two years, she has presented and worked in the Middle East, Europe, East Africa, and with the Conference Board of Canada and World Bank in Washington
She has recent senior executive level and management experience in a number of Government of Canada central agencies and departments over a period of 20 years, most recently Executive Director, Government On-Line, Government of Canada. She has published articles and she is on the Advisory Committee for the Athabasca University MBA program, and the Canadian Advanced Technology Alliance (CATA) Women in Technology National Advisory Board. She is a registered senior consultant with Gov3 (Government for the Third Millennium), and member of an international research network with the University of Westminster in London, England. She is a Project Manager Professional (PMP) and PhD Candidate in Computer Science; and she has a Bachelor's degree in Philosophy; a Master's degree in Business Administration Economics, and a Master's degree in Project Management.

Gabor Laszlo
He currently teaches at Budapest Tech and also manages the Information Society Research and Education Group within the same institution. He is a PhD candidate at the Budapest University of Technology and Economics. His research interests focus on open source software and its applications in the public sector, and also e-learning. He has background in both economics and technology and he has been a presenter at a great number of scientific conferences. He also acts as a reviewer on different conferences. As a co-author he has participated in writing publications of working progress booklets for the Hungarian Information Society Strategy and he also wrote a position paper on strategy-planning document for the National Open Source Strategy in Hungary as co-author.

Laurence Monnoyer-Smith
Laurence Monnoyer-Smith is head of Media Studies in the University of Technology of Compiègne where she gives the introductory lecture on Media Studies. Her work is focused on the uses of ICT in politics in order to enhance political participation : electronic voting, deliberation platforms. She has participated in several European/ French contracts on e-voting and e-deliberation since 1999 and has published many articles on the subject.

Serge Proulx
Serge Proulx (PhD Sociology, Paris, 1973) is Professor at the École des Médias, Faculté de Communication, Université du Québec à Montréal. Director of Groupe de recherche sur les usages et cultures médiatiques (GRM : http://grm.uqam.ca/) & LabCMO (http://cmo.uqam.ca).
Author of many books and articles concerning media, technology and communication. His main research program concerns the social uses of information technologies for community innovation and networking in the double context of digitalization and globalization of social structures.

Rejean Roy

Réjean Roy is a senior advisor at CEFRIO. He’s taken part in several projects in the field of e-government and acted as secretary to the interministerial group in charge of creating Québec’s vision of e-government. Rejean authored CEFRIO’s practical Guide sur le gouvernement électronique, directed CEFRIO’s research on the Web practices of Québécois ministries and agencies, and did a study of the strategies used by the Canadian government to promote the use of French in its Government On-Line initiative. Réjean Roy holds a bachelor's degree in commerce from McGill University, a master's degree in international relations from the Université catholique de Louvain and a master's degree in political science from the Université Laval

Peter Salhofer
Peter Salhofer holds a professorship in software engineering at the University of Applied Sciences FH JOANNEUM in Graz, Austria. Before he joined FH JOANNEUM he worked for the municipality of the city of Graz and was than responsible for the introduction of new public management. His current research interests are system architectures specifically apt to provide e-government services.

Yvan Lauzon
Yvan Lauzon has over 25 years of experience working in the field of information technologies (IT) in both the private and public sectors. In 1985, Yvan started to work to coordinate IT activities at the Government of Quebec. In January 2006, Yvan was appointed Assistant Chief Information Officer (CiO). In November 2006, Yvan was appointed as an Expert for OECD in eGovernment

Jacques Ajenstat

Dr Jacques Ajenstat have a double specialization  first in sciences with an engineering degree in Physics , a master in computer sciences science and a advanced degree in Artificial Intelligence and second  in administrative sciences with an MBA and a Doctorate degree in Decision Support Systems . He started his career as a junior scientist with the National Research Center in France studying automation optimality principles. His industrial experience followed with Bell Canada, a communication carrier, starting as a senior engineer and then holding several management positions with a stated goal for an early introduction of decision support technologies as strategic and competitive weapons.  In 1978 he obtained a teaching and research position at the University of Quebec at Montreal (UQAM) where he gained full professor status since 1993 that he is maintained till now. .  He has made several interventions as a consultant in decision support systems applications including Business Intelligence analysis and data mining approaches. He was involved in a large and quite eclectic spectrum  of applications including  the military (US Navy), health and social services (MSSS.), regulations issues  (Hydro Québec, Ministry  of Transportations  of Québec and Canada)  ,  agriculture  (CIAQ) , project management (Systemcorp and IBM)   He was also very active in international cooperation projects with France , Poland , Guyana , Mexico ,Chile , Argentina ,  Morocco , Algeria , India  in the context of programs financed either by  CIDA , US AID , the prestigious Club de Rome , OCDE , United Nations or some private organizations . Recently Dr Ajenstat concentrated on issues of decision making qualified as extreme that require a delicate interplay of advanced technologies and human expertise. His specific interest in studying the use of technologies in virtual organizations includes various e-government decision scenarios.  He has published extensively on almost every topic surrounding his field interventions.  One of his projects on the use of technology in Child protection has triggered a one hour long video presentation in the well respected televised series ‘Decouvertes ‘of Radio Canada. Dr Ajenstat was currently elected on the organization and scientific committee of the up-coming international conferences including “Extreme events e-decision making” that will take place in December. 2007 (pre-ICIS DSS –Montreal 2007) where is acting as General Chair.
