| Maja Klun Maja is a vice-dean for Scientific and Research Activities at the Faculty of Administration, University of Ljubljana. Holding her first, master and Ph. D. degrees in economy from The Faculty of Economics, the Ljubljana University, her main theoretical and professional experience is in the field of Public sector Economics and Taxation System. She is an Assistant Professor at the Faculty of Administration, teaching at both the undergraduate and postgraduate levels in Economics, Public Finance, and Public Sector Economics. Her research interests focus mainly on Public sector Economics, Administrative Burden Reduction, Performance Budgeting, and Performance Measuring in Public Sector. Maja Klun is a member of the Strategic Board for Public sector of the Slovenian Government and of the Working group for Reducing administrative burdens at the Ministry of Public Administration. From 2005 until 2007 she was a member of the Working group for Performance Budgeting of the Ministry of Finance. |  Maja Klun | |
| Mitja Decman Mitja is a Senior Lecturer in Informatics and Information Systems in Public Administration at Faculty of Administration, teaching at undergraduate level. He holds a first and master degree in Computer and Information Science, from the Faculty of Computer and Information Science, and a Ph. D. in Administration Science from the Faculty of Administration. His project and research work includes: development of information systems, benchmarking systems, digital preservation, information security, e-government, e-governance, web 2.0 and others. |  Mitja Decman | |
| Tina Jukić Tina is a researcher and PhD student at Faculty of Administration, University of Ljubljana, Slovenia, where she also completed her master’s degree. Her research is currently focused on ex-ante and ex-post evaluation of e-government projects, but she has been and still is active in other fields of e-government research as well (e.g. measuring e-government user satisfaction, e-democracy, evaluation of e-government development etc.). | Mila Gascó Mila holds a Ph. D. in public policy evaluation and a Master in Business Administration. She is a researcher at the Institute of Governance and Public Management of ESADE as well as an associate professor at both the Open University of Catalonia and the Pompeu Fabra University. She also has a lot of consulting experience on the information and knowledge society. Her main interests are related to public policies that allow the transition of a society to the so-called knowledge era (in particular, e-government and e-governance), to the use of ICTs for human development and to public policy evaluation. |  Mila Gascó | |
| Carlos E. Jiménez Carlos is a Computer Engineer and holds a diploma on Information Systems Management. He is finishing his MSc. on the Information Society. He is in charge of the change management of the e-Justice project sponsored by the Information Systems Service of the Justice Department of the Autonomous Government of Catalonia. His main interests include information systems, e-governance, and interoperability. In these areas he has and carried out international training and consulting work for important organizations worldwide such as CLAD, the Government of Brazil, the Externado University of Colombia or the Pompeu Fabra University in Spain. |  Carlos E. | Dr Mary Griffiths Mary is Head of the Discipline of Media at the University of Adelaide, where she designed a new degree in digital and participatory media. She is on the editorial boards of five international journals in the fields of politics and culture, ethics and e-government. Research fields include: e-democracy, e-learning, censorship, and Web 2.0 digital creative praxis. Currently she teaches a class of first-time voters in Media Democracies and E-Participation using a role-play e-Sim called ‘Incognita’s Digital Information Flows,’ based on Australia’s mandatory internet filtering proposals, and digital policy consultations. |  Mary Griffiths | |
| Mehdi Asgarkhani Mehdi is currently the Academic Leader (ICT qualifications) and principal lecturer in strategic management of ICTs (CPIT, New Zealand). He is currently the chair for the Canterbury committee/board of the New Zealand Computer Society (NZCS). Prior to re-joining the tertiary sector he had various strategic roles within the ICT industry sector. His research interests include the strategic use of ICT solutions (with emphasis on the public and tertiary education sectors) and strategic management of ICTs. | Andrew Power Andrew is the Head of School of Creative Technologies at the Institute of Art, Design and Technology (IADT), Dun Laoghaire, Ireland and a Doctoral student at the Institute of Governance, Queens University Belfast. Andrew’s research is in the area of online democracy, social networking in governance, and governing in virtual worlds. In addition Andrew serves on the board of directors of a number of not-for-profit, and cultural organisations. Prior to his academic career Andrew worked for many years in the private sector for a variety of ICT multinational organisations such as Digital Equipment (now Hewlett Packard), Intel Ireland, and SmartForce. |  Andrew Power | |
| Pat Molan Pat is a Principal Officer with the Irish Revenue Commissioners and Limerick District Manager. Pat has worked with Revenue for almost thirty years having worked in a number of government departments previously. | Tom Collins Tom lectures in International Tax and Advanced Tax in the B.A. (Hons.) in Applied Taxation and in Wealth Management for the MSc (Computational Finance) at the National Centre for Taxation Studies, University of Limerick. Tom has over 25 years experience with Big-4 tax practices in Ireland and New Zealand. Prior to joining the University of Limerick, Tom was a Tax Director with Deloitte specialising in international tax, real estate and wealth management. Tom is NCTS director since September 2009. | Zaigham Mahmood Zaigham is a Principal Researcher and Reader in Applied Computing in the School of Computing and Mathematics, University of Derby, UK. He has an MSc in Mathematics, an MSc in Computer Science and a PhD in Modeling of Phase Equilibria. He is also a Chartered Engineer and a Chartered Information Technology Professional. Zaigham has in excess of 50 publications in proceedings of international conferences and journals as well as chapters in books. He is also Editor-in-Chief of Journal of E-Government Studies and Best Practices. | Christian Breitenstom Christian works as software architect with focus on privacy enhancing technologies and enterprise applications. Among his projects were the central news system for the German government (BPAVIS) and the distributed information system of the German police (INPOL). With Fraunhofer FOKUS he developed the Electronic Safe for Data and Documents as trustworthy e-Government infrastructure. | Dr.Stanka Setnikar-Cankar Stanka is Professor of Public Economics and Dean of the Faculty of Administration. She has managed and led a number of applied research projects including ‘Current situation and Perspectives of Self Governance in Slovenia’ and ‘Public Sector Reform: Health care in Slovenia’. | Dr. Mirko Vintar Mirko gained his doctorate in administration and information science studies at the Faculty of Economics, Ljubljana. For over 20 years his work has dealt with the informatisation of public administration, with a major focus on the development of e-government in recent years. He is currently chairing, numerous national and foreign research and applied development projects. Mirko is also actively involved in international scientific and professional bodies in the field of administration research (EGPA, Study group on the Informatisation of Public Administration, IFIP, Working Group 8.5, NISPAcee, Working Group on E-government), He is a member of the social sciences council at the Slovenian Research Agency, editor and co-author of several scientific monographs and has chaired the programme and organising committees of international conferences held in Slovenia (EGPA 2004, NISPAcee 2006, SSPA 2007). From 1993-2002 Mirko was the chief and duty editor for the leading Slovenia informatics journal "Uporabna informatika" (Applied Informatics). | David O’Donnell David O’Donnell is an interdisciplinary researcher in the areas of intellectual capital, governance, e-democracy and critical management studies. A founder member of the New Club of Paris he has conducted research for the Houses of the Oireachtas (Irish Parliament), CIMA, CIPD, and is actively involved in international collaborative research with like-minded colleagues. | Tom Kennedy Tom is professor of accounting and actively involved in the National Centre for Taxation Studies, University of Limerick, Ireland. | Dr. Aleš Dobnikar Aleš is Director-General of the e-Government and Administrative Processes Directorate at the Ministry of Public Administration of the Republic of Slovenia. He is also a senior assistant in the Department of Intelligent Systems at the Jožef Stefan Institute, the biggest technological institute in Slovenia and an assistant professor of strategic management, development of modern systems and the field of information-communication technologies at the University of Primorska. He is a member of several national, European and international bodies and associations and a leader or member of many international teams, including the Centre for eGovernance Development in South East Europe (CeGD) Supervisory Board. | Branko Gorjan Branko is the Head of department for planning, analysing and statistics at General Tax Office of Slovenian Tax Administration since 1996. Before this current appointment he was working in a cabinet of minister of finance as a project manager for establishment of new Slovenian Tax Administration. His current work challenge is the introduction of new tax information system. He finished his bachelor degree at Faculty of Economic in Maribor and was employed in several companies and institutions. He has great experiences in organizing different projects, also at local level. | Dr Matthias FingerBorn in 1955, Matthias Finger, a Swiss and French citizen, received his Ph.D. in Education in 1986 and his Ph.D. in Political Science in 1988, both from the University of Geneva. After having been Assistant Professor at Syracuse University, New York (1989-1991) and Associate Professor at Columbia University, New York (1992-1994), Matthias Finger was appointed Full Professor at the Swiss Graduate School of Public Administration in Lausanne in 1995. This is where he developed his research on the transformation of the network industries in the postal, the telecommunications, the railways, the electricity, the air transport, and the water sectors. In his research, he reconciled the liberalization of these sectors with public service objectives by means of new regulatory arrangements, while at the same time promoting a more entrepreneurial behavior of the operators. Matthias Finger was appointed Full Professor at the Swiss Federal Institute of Technology in October 2002 and Dean of Continuing Education in May 2003. |  Matthias Finger | |
| Bruno de Vuyst Bruno teaches in Antwerp, Barcelona, Brussels and Valencia. He is a deputy judge in the Brussels commercial tribunal and of counsel to a Brussels law firm; in addition he is an elected member of the general assembly of Flemish Bar Associations, representing the Brussels Bar, and a member of the scientific committee of the Institute for judicial training. He is secretary-general of the spin-off fund of the Vrije Universiteit Brussel and a board member of several spin-offs in the life sciences and new materials. | Margery Stapleton Margery Stapleton is the founding Director of the National Centre for Taxation Studies (NCTS) at the University of Limerick, Ireland. NCTS arose from a multimillion Euro academic partnership between the University of Limerick (UL) and the Irish Revenue Commissioners (Revenue). Both the BA (Hons) in Applied Taxation and the Diploma in Applied Taxation programmes are delivered in partnership with the Irish Revenue Commissioners. Margery has been involved in taxation education and research for over 20 years. Career activities include: Head of Department, Accounting & Finance (2001-2004); Course Director of the BA (Hons) in Law & Accounting (1994-2004); developed the Self-Assessment Quality Review Report of the Department of Accounting & Finance; developed the syllabus for the Irish Tax paper of the Chartered Institute of Management Accountants (CIMA) and was the National Examiner for a number of years.
