| Panos Hahamis Panos is a Senior Lecturer in Business Information Management at Westminster Business School, and is teaching at both undergraduate and postgraduate levels. He holds a first degree with Honours in Politics and Geography from the University of Westminster, a Masters in Advanced Information Technology with Distinction from London South Bank University and a PGCHE from the Education Initiative Centre, University of Westminster. After a 13-year career as a Greek Army Officer, including a 2-year tour of duty in Cyprus, Panos served as a Diplomat in London with the Greek Ministry of National Defence. He has also worked as a Researcher for a London Member of the European Parliament.. He is a Member of the British Computer Society (MBCS), the Chartered Institute of Linguists (MCIL), a Fellow of the Higher Education Academy (FHEA) and a Global Internet Society (ISOC) Member. For the past few years Panos has focused his research interests on e-Government. He is currently studying for a DBA at Henley Management College. |  Panos Hahamis |
| John Suffolk John was appointed Her Majesty’s Government Chief Information Office on the 5th June 2006. Prior to this he was the Director General of Criminal Justice IT (CJIT) from February 2004. He has a background of over 25 years’ experience in IT and major transformation programmes. John has worked in the engineering and financial service industries and has extensive experience in delivering IT-enabled change. He has had many and varied roles at Director level, including as a CIO twice in different organisations, as well as Customer Services Director, Operations Director and a Managing Director of a multi-channel £20bn business. His experience of running large, national businesses means John has the track record and insight to lead major IT-enabled transformation programmes which deliver clear business benefits. John leads the work of the CIO Council in delivering the Government’s strategy for the transformation of public services enabled by technology. John also provides leadership to the IT Profession across the wider public sector and enable public service transformation through the strategic deployment of technology which includes driving the use of shared services. John acts as the ‘face’ of UK Government IT both home and abroad. He is a frequent conference speaker on transformational change and leadership in the UK and abroad. In his spare time he looks after his farm protecting rare breed sheep and pigs. |  John Suffolk |
| Stephen Jenner Stephen has extensive experience of Investment Appraisal, Portfolio Management and Benefits Management in the public sector – primarily the UK although he has also worked in the public sector in Australia and in both spending Departments and the centre. He was the driving force behind the development of the CJS IT approach to Portfolio and Benefits management that has received international recognition – for example, by Gartner, the European Commission’s economics of e-Government project and by the UK Government report to the OECD that refers to it as “UK Best Practice” – and which won the 2007 Civil Service award for Financial Management. He was described by the UK Government CIO as, “the rottweiller of benefits management.” From mid 2006, he was Director of Criminal Justice IT, following the appointment of his predecessor, John Suffolk, as the first UK Government CIO. He continues to advise UK government departments on the development of their approaches to Portfolio and Benefits Management as part of the Transformational Government and Service Transformation agendas. Steve is a Fellow of the Chartered Institute of Management Accountants (FCMA), has an MBA from Strathclyde Graduate Business School and also holds a Masters in Applied Criminology & Management from Fitzwilliam College, Cambridge University. He is a regular speaker at conferences on the subjects of Investment Appraisal, Portfolio Prioritisation and Benefits Management. | Pat Molan Pat is a Principal Officer with the Irish Revenue Commissioners and recently appointed as District Manager for the Limerick Tax District. Pat has worked with Revenue for 27 years having worked in a number of Government Departments previously. | Tom Kennedy Tom is professor of accounting and director of the National Centre for Taxation Studies, University of Limerick, Ireland. He spent a number of years in practice with leading Irish firms before entering academia. | David O’Donnell David is an interdisciplinary researcher in the areas of intellectual capital, governance, e-democracy and critical management studies. He has conducted research for the Houses of the Oireachtas (Irish Parliament), CIMA, CIPD, and is actively involved in international collaborative research with like-minded colleagues. | Dr Matthias Finger Born in 1955, Matthias Finger, a Swiss and French citizen, received his Ph.D. in Education in 1986 and his Ph.D. in Political Science in 1988, both from the University of Geneva. After having been Assistant Professor at Syracuse University, New York (1989-1991) and Associate Professor at Columbia University, New York (1992-1994), Matthias Finger was appointed Full Professor at the Swiss Graduate School of Public Administration in Lausanne in 1995. This is where he developed his research on the transformation of the network industries in the postal, the telecommunications, the railways, the electricity, the air transport, and the water sectors. In his research, he reconciled the liberalization of these sectors with public service objectives by means of new regulatory arrangements, while at the same time promoting a more entrepreneurial behavior of the operators. Matthias Finger was appointed Full Professor at the Swiss Federal Institute of Technology in October 2002 and Dean of Continuing Education in May 2003. |  Matthias Finger |
| Margery Stapleton Margery Stapleton is Director of the National Centre for Taxation Studies (NCTS) at the University of Limerick, Ireland. NCTS arose from a multimillion Euro academic partnership between the University of Limerick (UL) and the Irish Revenue Commissioners (Revenue). Both the BA (Hons) in Applied Taxation and the Diploma in Applied Taxation programmes are delivered in partnership with the Irish Revenue Commissioners. Margery has been involved in taxation education and research for over 20 years. Career activities include: Head of Department, Accounting & Finance (2001-2004); Course Director of the BA (Hons) in Law & Accounting (1994-2004); developed the Self-Assessment Quality Review Report of the Department of Accounting & Finance; developed the syllabus for the Irish Tax paper of the Chartered Institute of Management Accountants (CIMA) and was the National Examiner for a number of years. | Carlos E. Jiménez Carlos is a Computer Engineer. He is an Expert in Law and Information and Communication Technologies and he holds a Diploma on E-Government Strategies Design and Implementation. He has been a civil servant of the Spanish Justice Administration since 1991. Nowadays, he is founder and President of Estratic. He also takes part in the e-Justice project sponsored by the Justice Department of the Autonomous Government of Catalonia, in Spain. His main interests include e-justice, information systems, e-governance, and interoperability. He has collaborated with the Ministry of Information of Colombia, Externado University of Colombia, Pompeu Fabra University, and Rovira i Virgili University in these areas, and has contributed to them writing in important journals and participating in prestigious conferences worldwide. | Mila Gascó Mila Gascó holds a Ph. D. in public policy evaluation (Award Enric Prat de la Riba granted to the best Ph. D. thesis on public management and administration, given by the Escola d’Administració Pública de Catalunya) and a Master in Business Administration by ESADE. Nowadays, he is founder, Vice-President and CEO of Estratic. She is an associate professor of Public Policies at the Pompeu Fabra University. She also collaborates with the Open University of Catalonia. For seven years, she was a senior analyst at the International Institute on Governance of Catalonia. Her main interests are related to public policies that allow the transition of a society to the so-called knowledge era (in particular, she is interested in e-government and e-governance), to the use of ICTs for human development and to public policy evaluation. | Bruno de Vuyst Bruno de Vuyst is associate professor at Vesalius College, Vrije Universiteit Brussel (VUB) and Advisor Industrial Policy, VUB as well as secretary-general of BI³ Fund N.V., the VUB incubation and spin-off fund with an equity capital of 6 million euro. He is counsel at MVVP, Brussels, and an elected representative of the Flemish Bar Association general assembly.
